The U.S. Department of Energy has developed an on-line Crude Oil Sales Offer system for emergency sales of crude oil from the Strategic Petroleum Reserve. 

Offer provides registered users with the ability to submit offers for oil sales conducted by the U.S. Strategic Petroleum Reserve.

 The login process has changed 




The SPR is now using Login.gov - a secure sign in service.  If you have not already done so, create an account on the Login.gov site using the same email address associated with your account in the Crude Oil Sales Offer Program (COSOP).

Once you have registered with Login.gov, click the Sign-in button in the upper right-hand corner to log-in.
