The Department of Energy is soliciting offers for the exchange of up to 13,000,000 barrels of Royalty Oil produced from Federal offshore leases in the Gulf of Mexico and delivered to specified Market Centers for crude oil (Exchange Oil) to be delivered to the Strategic Petroleum Reserve (SPR). The delivery period of the Royalty Oil to be exchanged will be for a five-month period, with initial delivery commencing July 1, 2008 and ending November 30, 2008. Deliveries of Exchange Oil to the SPR will commence on or after August 1, 2008 and must be completed by December 31, 2008. Closing date for receipt of offers is May 13, 2008, at 1100 hours (11:00 a.m.) local New Orleans, LA time.  Projected award date is May 14, 2008.
